Sexual Harassment Complaint
The Gender Sensitization and Internal Complaints Committee (GSICC) of the Delhi High Court Bar Association (DHCBA) is dedicated to fostering a safe, respectful, and inclusive professional environment for all female lawyer members and staff. Operating in accordance with the Sexual Harassment of Women at Workplace (Prevention, Prohibition, and Redressal) Act, 2013, GSICC plays a pivotal role in addressing sexual harassment complaints through a fair, impartial, and confidential process.
To ensure a secure, transparent, and accessible redressal system, DHCBA has launched Shakti, a dedicated digital portal designed for the confidential and structured submission of complaints. This initiative underscores DHCBA’s unwavering commitment to dignity, equality, and justice, providing a streamlined and reliable mechanism for grievance resolution.
While we hope such situations never arise, Shakti serves as a vital resource for those in need, offering a transparent and accessible platform for redressal. Through this initiative, DHCBA reaffirms its dedication to fostering a professional environment where every female member and staff feels safe, supported, and valued.

DUTIES & RESPONSIBILITIES
The DHCBA-GSICC, in coordination with the office of the Delhi High Court, performs the following duties:
- Ensures a safe working environment within the Delhi High Court Bar Association precincts by implementing necessary measures.
- Displays the order of constitution of the DHCBA-GSICC and the penal consequences of sexual harassment at conspicuous locations within the High Court of Delhi precincts, on the DHCBA website, or on the online complaint portal.
- Publishes the status and outcomes of sexual harassment complaints in a transparent manner at visible locations within the High Court precincts, on the DHCBA website, or on the online complaint portal.
- Organizes regular workshops and awareness programs to sensitize members and staff of the Bar Association, along with orientation programs for DHCBA-GSICC Members.
- Provides necessary assistance and facilities to the Internal Sub-Committee for effectively handling complaints and conducting inquiries.
- Assists the Internal Sub-Committee in ensuring the attendance of the Respondent and witnesses during proceedings.
- Obtains relevant information regarding complaints on behalf of the Internal Sub-Committee.
- Initiates appropriate action against the Respondent under the Bharatiya Nyaya Sanhita, 2023, or any other applicable law.
- Ensures the timely submission of reports by the Internal Sub-Committee.
- Implements additional necessary measures to ensure the effective enforcement of regulations.

Tasked with addressing sexual harassment complaints in accordance with the Sexual Harassment of Women at Workplace (Prevention, Prohibition, and Redressal) Act, 2013, the committee ensures a fair, impartial, and confidential inquiry process. With integrity and diligence, the GSICC members play a pivotal role in safeguarding the rights, dignity, and well-being of female lawyer members and staff within DHCBA.
